With regard to the information contained in reference to the effect that Station TOW plana to step up ita power output0 watts, this station wishes to call the attention of Lincolnepartment of State Memorandum of Conversation prepared at Washington on4 by Raymond g. LEDDY. The memorandumonversation between Mr. LEDDY and Kr. L. P. SABOL, manager of the Washington office of Westinghouse 'Electric International, in which Nr. SABOL inquired as to the State Department's position with regard to the sale0 KW radio transmitter to the Guatemalan Government now that such equipment is no longer subject to export license conditions. Mr. SABOL stated that Westinghouse was offered the contract to supply this equipment by Maurice I. Parisier and Company,roadway, Newew York, whichetter of intent from the Guatemalan Government for the construction of an entire transmitting facility, including antenna tower, building, etc,
According to the memorandum, Mr. SABOL stated that electronics equipment of this kind is available from several manufacturers in both. and Euopre; that although no complete units are immediately available, all components can be easily obtained and assembly ahould easily permit any manufacturer to meet an early delivery date, probably no more thanays. He mentioned that the amount of the sale would behattation would compare in power to WT0P, one of Wash-inton'a largest stations; and that It wouldangeto reach any part of Central America from Guatemala.
Mr. LEDDY, according to the memorandum, stated that in the present absence of any controls over the export of this equipment, tho decision would rest entirely with the company but should be weighed carefully in view of Communist influence over and possible benefit from the use of such equipment.
