1. *ith reference to the corrtunication natter brought up in your dictaphone notes, it is agreed that all possible correspondence between CAlJJGERTS and SCaXTIC should bo forwarded by the lateralacilities now available. This method may not be quite so rapid as the use of native couriers, but certainly the security afforded will normally outweigh.the lack of speed. The seloction of the method used in Individual instances will have to be made by you, taking into consideration tbe nature of the communication. .

2. It is also agreed that all cable traffic between CAIXIGERIS and SHtfANTIC should be in coda, as veil as that which goes by courier. It is essential that vdkou be provided with Information on all code terns used.
