According to ESCOBILLA, the Church encouraged the fomatlon of the Onion Nactonal de Trabajadores Librea (UNTL). an unidentified Basque priest had been assigned this task by tne Archbishop, but after tbe government crack-down on the UNTL and expulsion of its leaders the priest was assigned other duties and the Church decided to suspend any further activities in the labor fieldore propitious time. BILLA understands that

a group ofC- JJesuita specially trained in labor natters will be brought into the country if andovernnant favorable to the Church la established.

S. ESCOBILLA added that tbe Church's reluctance toore active part at thisis conditioned by Constitutional provisions forbidding it to nix in labor or political natters.

4. Despite the negative results of this attempt to Inspire Church action in the labor field, we still feel lt possible to arrange for sone positive steps even though It probably will be necessary to conceal the fact and the nature of the part that the Church eight play. iUPERIOR appears to be the only other person that could undertake to establish contacts ln Church circlet at this tine. IHAl will be instructed to investigate all possibilities as soon as SUPERIOR returns to WSBUR1TT.
