HENRY HOLLAND HAS ASKED ME TO PASS THIS MESSAGE TO YOU URGENTLY:

SOMOZA'S AMBASSADOR HERE HAS JUST TOLD HOLLAND THAT SOMOZA WJJJ- TRY TO REACH CASTILLO ARMAS BY TELEPHONE IN ELAj UMABI.T- AND HENRY ADVISED THAT HE DO SO THROUGH AMERICAN EMBASSY THERE. SOMOZA WILL URGE ARMAS TO MAKE PROPOSAL THAT HE BE PRESIDENT WITH RIGHT TO NAME HIS CABINET AND PERSONAL GUARD BUT TO AGREE TO MAKE MONZON MINISTER OF DEFENSE AND CHIEF OF THE ARMED FORCES.

SOMOZA DESIRED KNOW WHETHER US GOVERNMENT WOULD BACK SUCH PROPOSAL. HENRY REPLIED THAT WE WOULD BE GLAD TO LEND MORALjfSUPPORT TO ANY ARRANGEMENT INCLUDING ABOVE MUTUALLY AGREED UPON BY THE PARTIES. HENRY WANTED YOU TO KNOW THAT IF YOU DID NOT ALREADY HAVE OTHER PROPOSAL IN THE WORKS YOU MIGHT WISH TO FACILITATE TELEPHONE CONVERSATION BETWEEN ARMAS AND SOMOZA AS FEEL THAT SOMOZA'S INFLUENCE ON ARMAS MIGHT BE CONSIDERABLE.
