An external scientific review panel suggests that the US National Aeronautics and Space Administration (NASA) in its lean mission operations should participate in international satellite projects. A panel strongly recommends NASA's participation in Europe's Infrared Space Observatory. NASA should reduce funding of the outdated US missions and start working at the international level. The panel considers US participation in Japan's Advanced Satellite for Cosmology and Astrophysics and Germany's Roentgen Satellite as highly valuable.

NASA is set to reduce 50% of its headquarters workforce by Oct 1, 1997, owing to budget pressures from the White House. The National Space Society and NASA's House of Representatives Appropriations Committee will question the House about NASA's ability to function effectively with a small headquarter staff. The decision taken by the House regarding budget and workforce reductions has heightened fears in other federal agencies.
