A window of opportunity is opened for Italian reforms

Article Abstract:

Italy's Bassanini law will provide agencies the chance to improve their bureaucratic management structures and create more effective ways to allocate research funds. This is in line with the Italian parliament's promotion of efficiency in public institutions. Research minister Luigi Berlinguer now has the right to reorder and rationalize all efforts leading to the promotion and support of scientific and technological research. Changes that will result from the Bassanini law, which will take effect for only a year, must be in accordance with the government's strategic goals for research.
