ITQs: a management decision?

Congress is investigating whether to extend the moratorium on the establishment of any more individual transferable quotas, which will expire in fall 2001. The effects of ITQs on sportfishing are discussed.

Article Abstract:

Circle hooks do indeed set easily, and are very effective in landing striped bass. Their controversial use is only harmful to fish when the hooks have an offset bend.
