Playing by the rules

Article Abstract:

Some UK local authorities have not had funded play facilities for children in their region and often those provided are inadequate and poorly maintained. Minority groups are often ignored, with only 5% of facilities suitable for disabled children. Local council leaders need to understand the importance of play for children. Some councils have successfully talked to children about what they would like in their playgrounds which has helped to make the children feel more involved and responsible. Around 40,000 children are injured in playgrounds annually.

Has CCT got a future?

Article Abstract:

An industrial dispute between Eastbourne Borough Council, England and former employees threatens the future of compulsory competitive tendering (CCT) for local authority services. There is disagreement whether the Transfer of Undertakings Regulations Act, 1981 (TOUR) applies to Onyx LAS Ltd's contract with the council for refuse collection. Application of TOUR to CCT would deter many private contractors who compete through pay rates. The commercial nature of the contract may be an influencing factor.

Ealing Council, London, England, has set up a project to encourage children to use its leisure facilities without their parents supervision. The Sustainable Access to Leisure Sites and Amenities will make it safer, more enjoyable and cut down on traffic.
