Planning policy guidance notes of the 1990s advise local authorities to encourage town centre development, in order to reduce dependance on the car, and in order to maintain the viability of urban centres. Town planners should be searching for good town centre sites for leisure facilities, and the leisure industry may find it beneficial to work in partnership with them.
