Article Abstract:
Croatia's tourist industry was decimated during the war of 1991-93. The European Leisure and Recreation Association (ELRA) held a conference in Croatia's capital, Dubrovnik, to offer advice and assistance to the tourist industry. Many damaged buildings have been repaired, although inhabitants still suffer mental anguish. Rebuilding the tourist industry would provide local people with employment. Over 50 speakers addressed the ELRA conference, on topics ranging from people spending more time on leisure activities to the requirements of a unique entertainment experience for summer audiences.

Struggling UK leisure industry services have again received inadequate funding, according to The Survey of Local Authorities Leisure Services Budgets 1996/7 CELTS report. Some leisure services have fared worse than others. Libraries all over the UK have suffered significant budgetary reductions whilst tourism services, including museums, have fared well. Leisure facilities are being poorly maintained under the circumstances.

The UK's Compulsory Competition Tendering will be replaced early in 2000 by Best Value, also aimed at encouraging local authorities to achieve economic efficiency and effectiveness. The government has issued draft advice on how the new law and standards should be implemented but the new regulations could leave local councils facing increased bureaucracy and expanding workloads.
