Former leisure consultant, Ian Cooper has been appointed leisure services director, Cambridge City Council. Cooper considers his role is to provide optimum resident and tourist recreation facilities. He considers improvements in public sector management should be consolidated before extending into more challenging practices. He welcomes the clarification of purchaser and provider roles through compulsory competitive (CCT) tendering but considers CCT inappropriate to art and entertainment.
