Building regulation changes in 1992 insist on adequate access for disabled people. In spectator areas at least six or one in every hundred seats should be wheelchair spaces. However, discretion is allowed with larger stadia. A survey has established that football clubs have improved facilities for disabled people since the late 1980s although many fall short of the new regulations. Millwall's new 20,000 capacity stadium at Senegal Fields, London, England is an exception in providing 180 wheelchair places.
