Article Abstract:
The American Council for the Blind (ACB) passed a resolution for directional sound evacuation (DSE) to be fitted in all buildings, aircrafts and passenger ships. The International Maritime Organization (IMO) liked the concept of DSE, but it is found that the owners are reluctant to fit the system, as there is no rule, which makes it mandatory.

The sinking of the ship Prestige on 19 November 2002 and the consequent growth in the regulation of the shipping industry thereafter is examined. Many shipowners and related parties feel that these regulations are being imposed without adequate consideration of the practical consequences resulting from these regulations.
