Agreeing on cleanliness?

Article Abstract:

The introduction of enviromental laws that limit pollution emissions is seen to trigger a debate on the method of measuring pollutants discharged by ships. Agreement on measurement is regarded as vital in prescribing acceptable and significant limits on exhaust gas emissions. Such regulations must also allow fair competition between different engine types of vessels. Engine builders are urged to develop diesel engines which can show that marine diesel is a very clean power source.
