What telltales tell you: they indicate where you are on the lift and drag curves

Article Abstract:

Telltales indicate one's position on the lift and drag curves, which pertain to the forces perpendicular to and parallel to the apparent-wind direction, respectively. The point of best lift-to-drag ratio is when the windward telltale is just lifting. Both windward and leeward telltales droop as the angle of attack increases.
