The Nature Conservancy took charge of Palmyra Atoll from the Fullard-Leo family of Hawaii in the year 2000. The Conservancy wished to protect and enhance wildlife habitat and manage public access to the atoll. The Nature Conservancy is in negotiations with the U.S. Fish and Wildlife Service to sell Palmyra's outer islands.
