The US Sailing has created the Americap, a sail racing rule that depends on a VPP. The handicap assignment under the Americap will vary with course configurations used in a race. This rule will be used by the Cruising Club of America in the 1998 Bermuda Race.

The new racing rules: keeping it simple
Article Abstract:
The International Sailing Federation has revised its racing rules to improve safety and fairness for racers. The rule changes effect penalties, passing marks, protests, course changes and right of way, boat damage, mast abeam, and weight jackets.

The 1993-96 International Yacht Racing Union rules include changes in penalties for touching a mark, for hailing a protest and for luffing. A spinnaker pole is no longer required, and 'mast abeam' has been defined.
