Article Abstract:

Issues related to the political consciousness of the Russian people are examined, focusing on developing criteria by which the typology of the political consciousness can be studied. Topics include rational consciousness, mythological consciousness, and apolitical consciousness; and the demographic aspects characterizing those who possess the different kinds of consciousness.

Attempted federalization of Russia must include new political communities that are active units in a genuine federation. The Nizhnii Novgorod Oblast, led from 1990 to 1997 by Boris Nemtsov, used active policies, improved citizen esteem, and swift success to govern effectively, and this could be a model for other regions.
