Planning building facilities involves meticulous calculations to determine the appropriate unit of measurement of land used. Using the principle of functional population, which is the presence of an individual 24 hours daily for seven days a week in a community, gives a more accurate solution. Effective application of functional population must take into consideration time spent on employment, leisure activities and at home in proper proportions. An efficient formula for functional population to facilitate community planning and development is proposed.

One dilemma in urban planning and development is overcoming physical obstacles or barriers. The objective is to arrive at the shortest and most feasible path within the region to save time and expenses. Mathematical analysis is utilized to find the most desirable path in the form of two algorithms. One algorithm is aimed at the shortest Euclidean path possible in a polygon representing the actual shape of barriers. The other algorithm seeks the best path applying a rectilinear metric using loose representations of boundaries.

Careful assessment reveals a great deal of advantages outweighing the disadvantages. Impact fees serve as an agreement between local government and the fee payer that accelerates development and ensures public services.
