Article Abstract:
The effects of waiving the 100-hour rule by family size and distinguishing between 'work-incentive and eligibility effects' of the waiver is studied using data from the Link-Up randomized experiment conducted in California's Central Valley. The findings show that the work-incentive and not the eligibility effect of the waiver differs by family size.

The LINK-UP demonstration project in California sought to discover if financial incentives offered to two parent families would reduce time on the welfare rolls. Continued aid was promised to parents who worked up 100 weeks or more. The experiment showed no difference in the time assistance was required.

The hypothesis that husband's unemployment increases union dissolution among welfare recipients is explored. The findings show that husband's unemployment and the family's long-term welfare dependency lead to breakup, net of race, age, and number of children.
