Article Abstract:
The US Congress, the Simon Wiesenthal Center and the Church of Scientology have all tried to limit free speech on the Internet and online services. Congress passed the Communications Decency Act which establishes criminal liability for disseminating indecent speech and speech regarding abortion. The Simon Wiesenthal Center's opposition to hate groups resulted in a campaign to have online service providers deny these groups access to cyberspace. The Church of Scientology is attacking ex-member newsgroups by suing providers for copyright violations.

Pres Clinton's lifting of the ban preventing federally-funded abortion providers from presenting abortion as an option does not mean that other federally-funded programs and grant recipients, such as artists and scientists, will be free of future grant conditioning and free speech restrictions. The ABA should take a proactive stance and oppose all government attempts denying funding altogether based on impermissible content-based discrimination or indirectly censoring speech by attaching speech-related restrictions on the receipt of grants.
