Italy and Germany maintain different intersectoral innovation flows and national technological systems. The Italian technological system features a dualistic structure where few high-tech sectors co-exist along with a pool of traditional ones. The German system, on the other hand, is characterized by a more evenly distributed structure of intersectoral innovation flows. The design of both Italian and German technological systems is influenced by the foreign market.

The first tackles the role of the Japanese government is advancing biotechnology research at the industrial level. Issues concerning the effect of government policy towards the German and U.S. biotechnology industries are discussed. A non-interventionist policy towards science and technology may be a more successful approach for a government to adopt.
