Article Abstract:

The importance of public diplomacy, its extension beyond the reach of conventional international relations, and its potential to transform ideas, though mobilization, into power is presented. The new public diplomacy deserves its new profound prominence, and could extend its reach to a world population that enjoys an environment of increased connectivity, when applied within correct framework.

Why open content matters

A discussion on the movement, to release written documents with a license similar to the General Public License (GPL) called open content movement is presented. The democratic deliberation may legitimately involve appropriations of a work's expression as well as the underlying facts and ideas.
