How large is the Swedish 'academic' sector really? A critical analysis of the use of science and technology indicators

Article Abstract:

The perception that Sweden is a top ranker and a role model in terms of the volume of its academic R & D is based on analyses using two standard indicators, the validity of which indicators is questioned, building up an argument that institutional features skew the result in favor of a higher ranking. Hence science policy makers need to acknowledge that Swedish academic R & D is average or below average in of input and above average in terms of output, and devise policies that strengthen the ranking.
