Focus on...Richmond, Virginia

Article Abstract:

The 6th Street Marketplace in Richmond, Virginia signaled a new era in that city's downtown development, with the three-block complex including the Carpenter Center for the Performing Arts, over 100 retail shops and restaurants, a fountain, statuary, the Festival Park, the Crystal Palace with specialty food merchants, and a glass-enclosed bridge with stained-glass medallions. This comprises only a part of the overall downtown development plan in Richmond, however, with other elements of the plan including a new convention center, three new hotels, four renovated hotels, five new large office buildings, a number of renovated office buildings, four parking decks and a renovated performing arts center. The formation of Richmond Renaissance Inc. by community leaders, the goals of the Richmond Renaissance Development Corp., a history of the city's downtown development, and the outlook for the 21st Century are described.

Privitization of housing programs: policy and implications

Article Abstract:

Privitization of certain federal housing programs aimed at providing dwellings to low income and middle income markets does not really encourage private sector development of affordable housing, but is an irresponsible way for the federal government to separate itself from previous responsibilities. The Reagan administration believes that the market economy is able to provide affordable housing better than the federal programs, and therefore established in 1981 the President's Commission on Housing. The proposed programs and the Commission's report are discussed. Two affirmative programs supported by the President are the funding of a housing voucher program and the sale of previously built public housing to private companies or tenants.
