Article Abstract:
A study was conducted to examine the factors which condition state productivity at aggregate levels. Gross state product data are applied for the research while differences between states are described by a model using aggregate production functions. The model tests industry mix, human capital characteristics, public infrastructure investments and metropolitan structures as possible causes of variation. Results show that industrial mix, infrastructure, educational level and metropolitan structure condition productivity.

The conditions for welfare gain in the move from a customs union to a common market in the presence of increasing returns to scale, either internal or external, are analyzed. A simple set of rules is defined to specify the welfare gains a country can derive from integration.
