Turning water into dollars

Article Abstract:

Improved water billing and collection systems have been used to improved revenue collections of water departments in Jefferson Parish, La. and Houston. Water departments of Jefferson Parish, LA, expect to sees revenues increase nearly $1.8 mil in between 1995 and 1998 due to reforms, and Houston reduced the bad debts by $8.5 mil annually between 1988-93 and now its daily collections amounts to $2 mil, accomplished through the innovative use of a datacap for field collection and locking devices to contain theft .

Article Abstract:

The acquisition of management skills by engineers are not limited to their experience of formal management education. These could also be learned in different settings and at different stages of the engineers career. Managers can be made through undergraduate training, graduate and continuing education classes, employer in-house training programs and on-the-job experience. All of the four ways have their merits and are discussed.
