Soft tools for environmental management

Article Abstract:

New challenges to environmental integrity are urging for the replacement of the command-and-control approach in environmental regulation. Despite the success of the technique in the past, it cannot be expected to shoulder the burden of future environmental improvements alone. Aside from its defects, there are new environmental issues that lend bigger challenges and necessitate the use of various environmental management tools. However, the novelty of the idea of widespread dissemination of environmental information leaves little evidence to substantiate the hopes of its advocates.

The Paris Declaration encouraged EU to adopt the first Environmental Action Program which covered the years 1973-1976. EU environmental policy has developed since then, and it now upholds several precepts such as pollution reduction, logical management of land and natural resources through new technological developments and integration of environmental concerns and goals into other areas of EU policy.
