A $1 billion 'tax' on R&D funds

Article Abstract:

SBIR, which is funded by a tax on federal research agencies' budgets, is gaining notice and criticism as its budget grows to $1.1 billion. Academic scientists claim it steals funds from more worthwhile research. Data on the politically popular program's effectiveness is scanty at best.

Earmark for new ship puts academics over pork barrel

Article Abstract:

A defense spending bill proposes giving $45 million in funding to the Navy to build a research ship for the University of Hawaii. Members of the University-National Oceanographic Laboratory System fear that the new ship will keep them from receiving more funding for a deep-sea fleet.

Report strips R&D down to the basics

Article Abstract:

A National Academy of Sciences report maintains that the federal R&D budget should be narrowed to include only research producing new knowledge and technologies. This science and technology budget would be only half the currently defined R&D budget.
