UK Home Secretary Jack Straw is seeking to ensure that parents take more responsibility for their children's actions. It is certainly true that anti-social behaviour must be tackled early in life. Furthermore, the UK has seen the emergence of an urban underclass in which parents have little regard for the behaviour of their children. However, there are many people who have tried to be responsible parents but have simply abandoned the challenge. Indeed, they have reached the stage where they are psychologically and physically intimidated by their own children.

The fact that the UK has a poor image abroad is a direct reflection of widespread confusion within UK society about what being British really means. There is much less faith in the UK's institutions than there was in the past, for example, and even the future of the monarchy is beginning to be questioned. In contrast, there has been a revival in confidence in the UK's abilities in areas such as technology, sport and architecture. The government should consider using the millennium as a way of presenting a new image of the UK to the world.
