Article Abstract:
The presence of a jury plays a vital role in preventing a court becoming an anti-democratic, closed environment where the elite deal with people who are less intellectually able than themselves. The jury system brings together people from very different backgrounds, but members of a jury often forge close links for the duration of their particular case. Fewer people will be exposed to playing their part in democracy in the legal process as a result of the government's decision that defendants on trial for certain crimes will not be able to choose to go before a Crown Court.

The conflict in Croatia caused damage to around 2,440 buildings of historic and environmental significance, according to the International Trust for Croatian Monuments. Buildings play a key role in a country's identity, and their destruction can have substantial repercussions. For this reason, the International Croatian Monuments Fund has established a scholarship scheme under which young Croatians can learn restoration skills in other countries. Six Croatians will have been trained in restoration skills in the UK by the end of 1999.
