The Good Friday peace agreement makes it clear that Sinn Fein is obliged to attempt to persuade the IRA to abandon its weapons. However, Sinn Fein Pres Gerry Adams is now stating that Sinn Fein is unable to deliver the demand for IRA weapons. It is impossible for outsiders to assess whether Adams risks a rift within the IRA by pressing for decommissioning. Those seeking to move the North Irish peace process forwards should now take a risk and permit the executive to be formed. Sinn Fein should be allowed to join the executive, and then it must be seen whether Sinn Fein really does seek to bring about the decommissioning of all IRA weapons.
