Article Abstract:
US and UK threats of military action against Iraq may actually be working to the benefit of Iraqi President Saddam Hussein. His standing would be enhanced if air attacks were to accidently bring civilian casualties, while air power alone would be extremely unlikely to destroy Iraq's chemical and biological weapons facilities. He is also aware that the US and the UK are extremely unwilling to take military action, as ordinary people in those countries would not tolerate troops being killed.

Article Abstract:
There have been a number of negative factors associated with the air attacks on Iraq by US and UK forces. It did not seem right that President Bill Clinton should decide to go ahead with these attacks just as a debate on his possible impeachment was due to take place. The report on which the attacks were based was not as widely accepted as would have been expected. Furthermore, the reaction of the countries bordering Iraq was rather strange. It is now time for the UK and the US to consider why their action has not been widely welcomed.
