Israel regards the recent Middle East peace summit in Washington as a success, as it did not allow itself to be persuaded to give a date for the partial withdrawal of its troops from Hebron and did not yield to demands to close the tunnel under the old city of Jerusalem which has been the cause of recent violence. Palestine now seems to be very close to renegotiating the agreement on Hebron, a move which it had not intended to make. Its only progress has been to obtain from Israel a general target date for redeployment in Hebron.

The US and Europe seem largely oblivious to developments in the Middle East which indicate that serious conflict could soon break out there. It is most unlikely that the US will be critical of Israel, and it is now increasingly the responsibility of Europe to act as peace broker in the Middle East. Europe will have to act as a neutral third party as the peace process set up by the US collapses, and should even perhaps consider offering peacekeeping forces from Nato countries.

The US has succeeded in negotiating a ceasefire in the conflict between Israel and Hizbollah forces which has killed around 200 Lebanese civilians. Negotiations also involved Syria, which will be one of the parties endorsing a monitoring group. The deal will not ban Hizbollah guerrillas from attacking Israeli troops in occupied southern Lebanon, and will in practice place more restrictions on Israel than on Hizbollah.
