The UK's Committee of Vice Chancellors and Principals (CVCP) has become divided between elite universities, second-ranking universities and modern universities which were formerly polytechnics. Some observers feel that this is an inevitable and not necessarily negative development. Others are more concerned, believing that the CVCP has become too political. There is a widespread feeling that university vice-chancellors could be doing more to force the government to take action on higher education. Divisions within the CVCP make this more difficult.

Article Abstract:
There are uncertainties over higher education funding following the government's response to a report by Ron Dearing. The Education Secretary, David Blunkett, plans to means test tuition fees, to be set at 1,000 pounds sterling, so poorer students will not have to pay. Student grants will be replaced with larger loans. There is concern that universities may not receive extra funds and the government will reduce the amount paid to universities, taking the tuition fees into account.

The higher education policies of the UK's main political parties are discussed. None of the political parties is courageous enough to state that much more money is needed for higher education.
