Karsten Schubert, 31, has been an art dealer for five years and has already established a very active and respected contemporary art gallery. He has 25 artists on his books and cannot take any more, although he sees one or two new artists a day. Institutions are nowadays almost the only buyers, yet in the late 80's they were the poor relations. He has just sold Rachel Whiteread's 'Untitled', an air-bed covered in plaster, for 14,000 pounds sterling, this sculptor only producing 14 works a year.

The poor laws by a modern Tory name

Article Abstract:

Peter Lilley, secretary of state for social security, has recently proposed 'localising' some parts of social security benefits in order to reduce costs and to maximise the allocation of resources. However, there are some ways in which this could be a retrograde step, returning the welfare system to the state it was in during the time of the Tudor and Stuart poor laws. These were extremely rigid, forcing people to relocate in order to gain entitlement to benefits.
