Key school ballot creates bitter divisions

Article Abstract:

The school would get increased revenue in the first year and gain total control of its budget if it became grant-maintained. Many parents felt there was insufficient time for discussion and formed the Concerned Over Opting Out group. Most teachers were against opting out.
