The Taliban and other anti-government forces created difficulties to sustain reconstruction work in larger rural areas that resulting in the decline in the security situation in Afghanistan for the year 2003. The AfghanistanEs Constitutional Loya Jigra formulated a new Afghan constitution based on the American latest document to bring security, reconstruction and democracy to its country.

The year 2004 in Afghanistan experienced a moderate Constitution passed on January 4, 2004 and successful presidential elections held in October 2004 that created a new cabinet dominated by technocrats in late December 2004. In between, slow progress on reconstruction and state building was threatened by continuing insecurity and the presence of booming opium crop.
