New local authority capital finance rules

UK local authorities have been given more flexibility over development activity as a result of the Local Authorities (Capital Finance and Approved Investments) (Amendment) Regulations 1996, which took effect on Mar. 30, 1996. The new rules reflect the UK government's efforts to encourage private-sector investment in local authority facilities. The new rules will probably give local authorities more flexibility in joint venture activities, and this could lead to greater development and redevelopment activity.

UK local government finance has been affected by new rules following the Private Finance Initiative of the UK government. These rules came into effect in April 1995, and include incentives for local councils to sell certain types of assets, and a reduction in capital controls affecting local councils involved in JVs. Proposals have been invited by the UK government from private sector interests as to how the scope of this initiative could be extended.

Changing the rules
Article Abstract:
The British Stock Exchange has released new regulations affecting property investments, as seen in its paper, Proposed Changes to Listing Rules. Property investment companies in the United Kingdom must be valued at 30 million pounds sterling before they join the Stock Exchange investment market. Only one half of the total value of a company's gross assets can be borrowed via the stock market. The latest regulations for APUTS and HITS are also given.
