There has been increasing interest in office property in Luton, England, since early 1999. However, there is still a disparity between office rents in town and those out of town. Property agents believe that the opening of the fifth runway at Luton airport will have a positive impact on the local property market. One of the key difficulties facing the office property market is the lack of parking facilities. There is only limited availability of industrial buildings, and attention is turning to speculative developments again.

There are concerns about traffic congestion in the key areas of the town, which has been made worse by retailers opening out-of-town stores at Gemini Business Park. Developers may turn to land on the west side of Manchester, England, which will be released by the completion of the M60 Manchester Orbital motorway at the end of 1999. However, a number of speculative schemes are still being undertaken in Warrington.

Large scale public sector investment has had a positive impact on the Wirral, England, where there are now high quality buildings and shopping centres are attracting more people. The North West Development Agency, UML Estates and the Wirral metropolitan borough council are promoting Wirral International Business Park, and have already encouraged several companies to build speculatively. There is strong demand for new industrial space.
