The UK Environmental Protection Act 1990 includes a provision which makes the polluter of a piece of land liable for its clean-up. Land owners or occupiers will be responsible for the cost of cleaning the land if the polluter is unavailable. Brownfield sites should be fully examined to determine if the contamination can be resolved on site and if any materials can be reused. Decontaminating brownfield sites can take a number of years. Developers should undertake a full examination of development land before progressing as under the Environment Act 1995 they will be made liable.

Bilsdale has sufficient economic security to develop an area without preletting any of the buildings.

Property company Grosvenor Estate plans to construct a 78,965 sq mt retail and leisure complex in the centre of Basingstoke, England. This scheme, known as Festival Place, will add 13,935 sq mt of net floorspace in 70 shops in a two-level enclosed mall. There will be 3,000 parking spaces, along with a multiplex cinema and 13 restaurants. Strong emphasis is being placed on ensuring that Basingstoke becomes more open and permeable.
