Article Abstract:
This article examines how globalization effects a state's ability to fulfill its welfare function in 15 different member countries of the Organization for Economic Cooperation and Development (OECD) both before and after taxes and transfers. Factors that influence redistributive capacity include domestic political institutions, partisan coloration and collective or competative veto points; the author finds that redistribution is positively effected by globalization and collective veto points, but negatively effected by competitive veto points.

This article examines learning in public policy in which new information and ideas are applied to policy-making decisions. The author constructs a conceptual framework in which relevant concepts from organizational learning are adapted to public policy contexts.
