Policy tools and institutional change comparing education policies in Norway, Sweden and England

Article Abstract:

An investigation of the way educational reforms reflect convergence or divergence between the English, the Norwegian and the Swedish educational systems is presented and a demonstration of the way values based on different welfare state models, political economies and institutional evolution could explain processes of change in education is presented. England has strengthened the liberal and elitist values of education while social democratic values of comprehensiveness and equality have impact on the aims and effects of policy tools in Norway and Sweden.

The problematic metagovernance of networks: Water reform in New South Wales

Article Abstract:

An argument is presented on the need to bring government back into discussions about network governance, through the concept of metagovernance which uses water reform in Australian state. Water management in New South Wales is used between 2002 and 2004 as an empirical lens in order to provide a theoretically informed empirical study of metagovernance and the dynamics of its relationship with collaborative or network modes of governance.
