Organizational dilemmas of the US EPA: Why structures matter for environmental protection

Article Abstract:

Simple changes are discussed to help the Environmental Protection Agency (EPA) overcome those aspects of its organizational structure that obstruct its attempts to build comprehensive environmental protection policies. The EPA fails to meet its obligations as its structural DNA is not designed to achieve those goals, and the structure is not likely to change in the future.

Article Abstract:

The current pattern and places of use, the driving forces and the barriers to the 'new' environmental policy instruments (NEPIs) and also the extent to which NEPIs are replacing the old instruments, in Germany, is studied. The German environmental policy system exhibits a considerable degree of NEPI innovation.

The adoption of 'new' environmental policy instruments (NEPIs) in eight countries is compared to reveal that they are common drivers of change, but the resulting pattern of use is different across instrument types and countries.
