Learning to survive with 'Gulliver.' (Hong Kong's survival under China)

Article Abstract:

China will benefit most from maintaining the status quo in Hong Kong, which requires a more liberal policy than it is following as of late Spring in 1996. China's overall economic reforms must and will go forth, though that requires a dual transition from extensive production in a planned economy to intensive production in a market economy, replacing higher input with higher productivity. Ultimately, given stability problems in China, Hong Kong will either become a parasite of Beijing or unify with Guangdong Province.

Article Abstract:

China's policies are unlikely to change significantly from the present arrangement favoring economic reform but not political reform, with uncertain implications for Hong Kong. Most outside observers foresee a bright future for Hong Kong through the year 2001, though that depends on its ability to maintain political stability, low tax rates, and favorable laws and regulations. Mainland Chinese criticism of the Independent Commission Against Corruption suggests problems, as does tension regarding Taiwan.
