Article Abstract:

Pres Bill Clinton seems all but certain to win a second term in the Nov 1996 elections, but that second term may well be rather Republican in character. The death of the Roosevelt New Deal became apparent with the Democratic losses of 1972. Workers deserted the Democrats when the economic boom stopped and life became more competitive. Clinton ran in 1992 as a Centrist Democrat but his 1996 of a welfare reform bill threatening to drive many poor people and legal immigrants below the poverty line belies his centrist claims. The Republican Congress has suited Clinton very well.

Failure in a flawed process

Article Abstract:

The US senate has begun trying President Clinton on 2 impeachment articles passed in Dec, 1998, but it is unlikely the President will be convicted and forced out of office. A trial has a life of its own, and the whole episode has been unpredictable. In a system that has been accused of being too sensitive to public opinion, Congress has ignored outside opinion during these proceedings.

Beyond control

Article Abstract:

A change of government brings to office not just a new chief executive with cabinet members, but a host of unelected appointees to top jobs in every department of the federal bureaucracy. The U.S. army had to manage the occupation and not the military in general.
