The Defence Authorization Act of the Republican-dominated Congress may curtail the strategic arms reduction talks and force the withdrawal of the U.S. from the ABM treaty unless Clinton vetoes the act. The act envisages the deployment of a missile defence system by the year 2003. Unless the act is modified or vetoed, it may damage the START II treaty as well as further strategic arms reduction talks.
