Circular on the central and local authorities sharing the surplus requisitions of funds for energy and communications construction and halting added requisitions of such funds by local authorities
Article Abstract:
The Chinese Communist Party Central Committee and the State Council decided to requisition funds for key state energy and communications construction from the various extra-budgetary funds of state-run enterprises, government agencies and the army among others. The State Council has directed the Ministry of Finance to halt additions to the given requisition ratios of funds by localities over and above the tasks assigned by the central authorities for collecting funds.
