Article Abstract:
The independence of Latvia from the Soviet Union in 1991 was fraught with problems due to the difficulties of transforming a system of local government that depended on 50 years of communist rule. To facilitate the transition, Latvia implemented the Saeima Law of Jan 13, 1994, which contained provisions on local government councils, elections, voting rights and the role of Cabinet ministers. Despite these measures, some of Latvia's former administrative and political institutions persisted which could only be remedied by decentralization and reform by the Central government.

Article Abstract:
Comparisons of Elazar's and Lieske's measures of determining how certain political cultures will likely adopt progressive collective bargaining provisions reveals that the Lieske's theory is at least as effective as Elazar's. The study takes into account 703 local governments and points out that the two theories are fairly useful in determining the probability that a certain political culture will adopt collective bargaining provisions.
