Article Abstract:

Democratic pressures from within and external pressures from abroad are forcing political change in Africa. Growing foreign debt compromises the political autonomy of many African states as the lending nations make aid contingent on political development. Urban groups such as lawyers and bureaucrats push for democracy so their interests will be protected, perhaps to the detriment of the productive rural majority. With pluralized politics comes fragmentation, often along ethnic lines. Finally, economic austerity measures may be incompatible with expanded political franchise, due to their unpopularity.

Africa is a large and varied continent, but the policies instituted by the international community reflect homogenized views of Africa. The simplistic views are caused by the wishful thinking of non-African states, neglecting the effects global trends will have on the continent. Generalizing about the intentions of African and non-African nations is difficult.
